Turkey has very limited experience in countervailing duty investigations. Currently, Turkey has only one mesure in force on PET film originating in India. This countervailing duty investigation was initiated in 2008 and countervailing duty was imposed in 2009. Serdar Baskın participated as one of the casehandlers in this investigation and calculated subsidy amount for certain cooperated companies from India. Currently, he is the only consultant in Turkey who is capable of making countervailing duty calculations.

Mr. Baskin also participated workshop given by the US authorities in 2008 and 2013 regarding interpretation of Agreement on Subsidies and Countervailing Measures and determination of countervailing duty amount to Turkish investigating authority.
